First off, it's important to note that the the Poetic Edda was written in Old Norsk, not German or English. Old Norsk is close to modern Icelandic. You may be able to get a copy of the Poetic Edda in Icelandic and read for yourself. The English version that you cite sounds very close to Old Norsk. The poet obeys the command of Odin (which he hears as a voice in his mind, dictating the verses that he is to write). The German translator got it wrong. The English translator has it exactly right.
